Director of Finance and Investment

£120-144k

The North East Combined Authority is the new Mayoral Authority, stretching from Durham up to the Scottish Border, encompassing everything in-between.  We bring the best from our shared histories with the vision, aspirations and hopes of a new future.

This new role builds on our legacies whilst bringing a new future focus.  It will support a new North East economy, overseeing and shaping new investments in all we touch, including business, communities, innovation, skills and education, housing, transport and infrastructure. Their impact will be felt across the region and be visible nationally.  This is a rare opportunity – future-focused with a clear vision and dynamism of the new, standing on the stability and foundations of the old.  We are building virtually from scratch the new team, new organisation and new culture needed to deliver this future.

The new Director will be joining at one of the most exciting times for the region and the country in recent years, with all to play for in a changing national relationship between the regions and Whitehall.  This role is about how the Director will achieve at scale rather than the sector they might come from.

Director of Finance and Investment

As our statutory Director, the foundations of this role are effective financial oversight. But that’s just the beginning, there’s so much more potential on offer.  We want our new Director of Finance and Investment to shape new investment opportunities across the region – creating new programmes, leveraging in new resources and building a new paradigm around how public and private sector resources support long-term economic growth.  They will be adept at shaping and overseeing long-term and significant investment, combining public and other resources in special purpose vehicles, other partnership arrangements and direct resourcing – all whilst ensuring both value for money and stringent financial oversight.  With a focus on delivering change, they will be both visionary and guardian, with a strong dose of pragmatism thrown in.  They will be comfortable leading and innovating, will build confidence and will be respected for their judgement.  Alongside this, they’ll bring deep political nous, an excellent understanding of financial management and the capacity to develop a deep understanding of public policy nationally, regionally and locally. The role will be responsible for approximately 30 employees.

Our new Director will bring deep successful experience of significant long-term, cross-sector investment; shaping investment strategies to deliver lasting change; building partnerships that stand the test of time; ensuring effective governance, oversight and delivery of significant financial investment and ensuring financial security, probity and sustainability within the organisation. They’ll have a highly strategic approach, thinking across the region and seeing future potential, linking sectors old, new and evolving.  They’ll lead in a complex, politically led system with myriad partners and agencies.  They will bring bravery, drive and ambition, rooted in deep experience.

Perhaps most of all, the Directors will bring the hunger, energy, focus, passion and pride that will transform our great region.
